If you have been to River Bend Park lately, you have seen the new guard house at the main
gate and you have met Anna, who has a smile to greet you. In case you have paid your
assessments and do not have your membership/guest cards, check with Anna, as they have
been placed in her care.
New locks have been installed on the gates and property owners who have paid assessments
are entitled to receive two free keys. Property owners who have not paid full assessments
may purchase a key for $30. Lost keys will be replaced for $30. All property owners, whether
or not you have paid assessments will be allowed access to your property during times when
the gates are manned. The main gate will be open from 8:00 a.m. to 4:00 p.m. Monday
through Thursday; 8:00 a.m. to 10:00 p.m. Friday, Saturday and holidays; 8:00 a.m. to 4:00
p.m. Sunday.
Work is being done to install electric meters so that each owner can pay their fair share of the
electricity used on each lot. You will receive a statement for the amount of electricity
you use on your lot each month and the exact cost to the park for the use of that
electricity. If you use no electricity on your lot during a month, you will not receive a
statement (so, make sure to disconnect your power when you leave to insure your
meter does not draw electric when you're not using your lots).
If you have paid your assessments and discover you do not have a meter installed, leave that
information with Anna and she will pass it along to our acting manager. Electric statements
will be issued on or before July 25. We will appreciate your help in saving to cost of postage
whenever possible; therefore, the statements will be placed at the main gate through one
weekend after they are printed each month for you to be able to pick up before they are
mailed. In order to keep accurate records, please return your statement with your payment
and be sure your lot/block number is on your check. If you would like to pre-pay on your
usage, you may do this and you will receive a statement each month showing your balance so
you will always know how much you have left on your account.
We understand that the water situation is of great concern to you, as it is with the Board. We
are sorry to say that we cannot tell you when we will have water, but we are pleased to
announce that a court date has been set to hear our case on Monday, August 17, at the Ash
Flat Courthouse. We do not have the exact time, but if you would like to attend this hearing,
you probably will want to be at the Courthouse before 9:00 a.m.
Due to the flood of last year, there are many damaged RV's scattered over the park. This not
only is an "eyesore" these RV's can harbor animals and reptiles which can be a danger to
residents of the park. If one of these RV's belongs to you, and you are not able to have it
removed, please contact any member of the POA Board so we can take steps to get it
removed.
The Board understands that riding a 4-wheeler or a golfcart is lots of fun for everyone in the
park, and we certainly do not want to curtail this. Recently there have been instances of
breaking the rules of speeding, riding on private property, and not observing the legal
conditions for riding these vehicles--such as too many riding at the same time on a 4-wheeler.
We are very concerned that someone is going to get injured if the safety rules are ignored.
In order to protect the safety of everyone in the park and to be able to better control this type
behavior, we are asking that all property owners help us control this. We are asking that if
you own any motorized vehicle, such as a 4-wheeler or golfcart, please be sure you have
your lot and block number visible on it. If you see reckless behavior please help us by
reporting it to the property owner whose lot and block number is on the vehicle. We will really
appreciate this because we do not want anyone to be injured. We would also appreciate your
cooperation should your vehicle be reported as involved in reckless behavior, by your
insisting it be parked for the rest of the day or weekend, depending on the serverity of the
behavior.
The Board desires to have feedback from property owners because it is important that you
understand why certain decisions are made and we need to be able to address your
concerns; therefore, the following property owners have agreed to serve as Block
Representatives as we begin to establish a method for better communication between
property owners and the Board. Blk. 1 -- Lynn Dail; Blk. 2 -- Tonya Gross; Blk. 3 -- John
Dahm; Blk. 4 -- Ernie Carson; Blk. 5 -- Don House; Blk. 6 --Mac Keedy; Blk. 7 (still need
representative); Blk. 8 -- Laveral and Laverne Rogers; Blk. 9 -- Harvey Carter; Blk. 10 (still
need representative) These representatives will serve as liaisons between you and the
Board and we hope you will contact them if you have concerns that need the Board's
attention.
If you are interested in attending the Board meetings, please note on your calendar that
Board meetings are scheduled for the second Saturday of each month at 10:30 a.m., to be
held somewhere in the park. At this time the Community Building is not in any condition to
hold meetings there. Until such time as this building can be used to hold our meetings, we will
place a notice at each gate as to the location of the meeting. The bylaws do not require a
notification to property owners after the initial notice of when/where meetings will be held
except in instances when a meeting is cancelled or the date/time is changed. Watch the
website or look for notices at each guard house for any meeting changes.
The Board appreciates all the work property owners are doing to improve the appearance of
River Bend; all of your volunteer work to help others; and we are encouraged to see many
families coming to the park. Together, we can restore River Bend to its former attractiveness
and family atmosphere.
